3 A RESOLUTION OF THE CITY OF BOYNTON BEACH, FLORIDA,
4 APPROVING AND AUTHORIZING MAYOR TO SIGN A FEMA BUILDING
5 RESILIENT INFRASTRUCTURE AND COMMUNITIES GRANT (BRIC)
6 GRANT APPLICATION TO THE FLORIDA DIVISION OF EMERGENCY
7 MANAGEMENT (FDEM) FOR THE HEART OF BOYNTON
8 INFRASTRUCTURE RETROFIT; AUTHORIZING THE EXECUTION BY
9 APPROPRIATE CITY OFFICIALS OF ALL DOCUMENTS ASSOCIATED WITH
10 THE GRANT APPLICATION; AND PROVIDING AN EFFECTIVE DATE.

13 WHEREAS, FEMA Building Resilient Infrastructure and Communities (BRIC) Grant
14 FY2022 is a $2.133 billion federally funded program (with $50M per sub application) which is
15 is administered, in Florida, by the Florida Division of Emergency Management (FDEM); and
16 WHEREAS,the program aims to incentivize natural hazard risk reduction activities that
17 mitigate risk to public infrastructure and disadvantaged communities; enhance climate
18 resilience and adaptation; encourage hazard mitigation projects that meet multiple program
19 priorities; and incorporate nature-based solutions; and
20 WHEREAS,the City is submitting an application for funding to mitigate risk of flooding
21 and aging water and sewer utilities in the Heart of Boynton; and
22 WHEREAS,the requested grant funding for the project is up to $42 Million with a local
23 match of 30%,or approximately$12.6 Million with Florida Division of Emergency Management
24 (FDEM) being the applicant and the City is the sub applicant; and
25 WHEREAS, upon recommendation of staff, the City Commission finds it in the best
26 interest of the citizens and residents of the City of Boynton Beach to approve and authorize
27 the Mayor to sign a FEMA Building Resilient Infrastructure and Communities Grant(BRIC) grant
28 application to the Florida Division of Emergency Management (FDEM) for the Heart of
29 Boynton Infrastructure Retrofit and authorize the execution by appropriate City officials of all
30 documents associated with the grant application.
31 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
32 BOYNTON BEACH, FLORIDA, THAT:
33 Section 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as

34 being true and correct and are hereby made a specific part of this Resolution upon adoption
35 hereof.
36 Section 2. The City Commission approves and authorizes the Mayor to sign a
37 FEMA Building Resilient Infrastructure and Communities Grant (BRIC) grant application to the
38 Florida Division of Emergency Management (FDEM) for the Heart of Boynton Infrastructure
39 Retrofit and authorize the execution by appropriate City officials of all documents associated
40 with the grant application, a copy of the Application is attached hereto and incorporated
41 herein as Exhibit "A".
42 Section 3. This Resolution shall become effective immediately upon passage.
