A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
BOYNTON BEACH, FLORIDA ADOPTING THE JOB DESCRIPTION
AND MAKING THE POSITION OF PUBLIC LNFORMATION OFFICER
A PART OF THE CITY'S PAY PLAN AND ADOPTING AMENDED JOB
DESCRIPTIONS.
The job description of Public Information Officer attached
hereto is adopted and rode a part of the City of Boynton Beach
Pay Plan at a pay grade of 34.
The job descriptions are hereby amended and adopted for the
following positions and are attached hereto: Building Inspector I,
Building Inspector II, Plumbing and Mechanical Inspector I and II,
Electrical Inspector I and II, Asst. Utilities Director, and Utilities
Director.

PUBLIC INFORMATION OFFICER
NATURE OF WORK
This is a responsible professional supervisory, administrative and research
position reporting directly to the City Manager.
The employee in this position will be responsible for developing, implementing,
coordinating, and operating a comprehensive proactive public information and
communications program.
Daily interaction with the public, elected officials, representatives of the
media, and department level employees wilt be necessary.
Work involved will include all phases of a traditional public information
program and will be conducted with advice and review by the City Manager. Work
performance will be evaluated through the effectiveness of such program and the
achievement of specified development goals as the program expands and matures.

1. Serves as the general source for dispensing information about the City to
all who request it.
2. Prepares press release, public service announcements, and special activity
newsletters, and news statements.
3. Supervises, coordinates and develops a monthly City-wide newsletter.
4. Prepares an annual report and budget-in-brief for citizen information.
5. Responds to requests for information from the public and media represen-
tatives; provides this information or directs the request to the proper
department for follow through.
Assists Department Directors in preparing departmental information
brochures and other material.
7. Developes a system to keep current information on City activities easily
available to public.
8. Assists employees in the preparation of an Employee Newsletter.
9. Establishes and operates a speakers bureau and conducts communication
workshops with employees.
10.
Accepts responsibility for coordinating some public ceremonies, dedica-
tions, and and special events. Conducts tours as necessary.

Considerable knowledge of journalistic principles and practices.
Extensive familiarity with the techniques of composing, editing and producing
publicity material and general written products in an attractive and interesting
manner.
Considerable knowledge of the requirement for effectively working with the press'
and radio/television media groups.
Ability to write and assemble interesting and informative news releases, pamph-
lets, brochures annual reports and other materials as assigned.
General interest in becoming aware of all aspects of City Government so that
information concerning City matters can be readily provided.
Knowledge of local governmental procedures and practices as well as the
structure and mission of local government.
Ability to create and maintain effective working relationships with the public,
media, administration and department directors and elected and appointed public
officials. '
KnOwledge of computers, graphics, printing and production techniques.
DESIRABLE EXPERIENCE AND TRAINING
Bachelors Degree in Journalism, Public Relations, Marketing or a related field,
Courses in Public Administration would be considered helpful.
Considerable experience in journalistic pursuits (preferably at least five years).
Experience in a local government environment.
Must possess a Florida driver's license.
An equivalent combination of education and experience which provides the
required knowledge, skills and abilities.
ASSISTANT UTILITY DIRECTOR
NATURE OF WORK
The Assistant Utilities Director is the administrative head
of the Utility Department. The person in this position reports
directly to Utility Director. The work assigned is techniCal and
administrative. Workis performed under the general supervision
of the Utilities Director to whom reports are made, however, the

UTILITIES DIRECTOR
NATURE OF WORK
This is responsible professional and administrative duties
for the maintenance of waster, wastewater and treatment
facilities for the people of the City at all times.
An employee in this class is responsible for planning and
administering water and wastewater treatmentplants facilities
for the.~City. The duties include administrative supervision over
all activities of the department including wastewater treatment,
water ication and auxiliary facilities. The work is
