R92-34RESOLUTION NO. R92.~¢~/ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, EXPRESSING SUPPORT AND/OR OPPOSITION TO SEVERAL PROPOSED BILLS BEING CONSIDERED FOR ENACTMENT BY THE FLORIDA LEGISLATURE DURING THE 1992 SESSION; FOR AN EFFECTIVE DATE, AND FOR OTHER PURPOSES. WflERFJ~, the Florida Legislature officials convened on January 14, 1992 and will adjourn 60 days later, and WItEP. FJ~S, the Florida Legislature is considering numerous bills for enactment during this 1992 Legislative Session; and WflEREA~, several of these bills presently under consideration are deemed to beadvantageous to the local governments, while others are deemed to be not advantageous. BOY~[ToNNOg'B~AcH~THEREFORE'FLORIDA,BETHAT.IT ~ESOLVED BY THE CITY CONNI~'~ION OF THE CITY OF Section 1. That the City Commission of the City of Boynton Beach expresses its support for the following listed bills since they have been determined to.either (1) provide funding/increased revenues to the Cities; (2) increase flexibility to the Cities, and/or~(3) remove inconsistencies, clear up language and provide greater understanding to the public. A. SJR 1128 Voter control of City taxes B. HB 1003 and SB 1062 Millage Adoption C. CS/CS/SB 482 and HB 203 Occupational License Tax Reform D. H8 1403 and SB 1124 Municipal Revenue Sharing E. HB 81 and SB 484 Municipal Clerks Equipment Trust Fund F. PCB TR 92-01 Eminent Domain G. PCB NR 92-02 Solid Waste Management H. CS/SB 2162 Revenue options Section 2. That the City Commission of the City of Boynton Beach expresses its opposition for the following listed bills since they have been determined to either (1) decrease local revenue sources; (2) erode and/or intrude on the City's local home rule authority; (3) impose mandates on cities without financing; (4) and/or place unreasonable financial burdens on local governments. A. Governor's proposal of a Sales Tax on Water, Sewer and Garbage Bills B. HB 1605 and SB 2056 State University, Community College and Public School Preemptions C. CS/HB 519 and SB 1026 Convenience Store Security D. HB 1753 and SB 1238 Non-Smoking Policies E. SB 1116 and HB 989 Impact Fees F. HB 69, SB 830 and SB 360 Community Redevelopment Agencies G. HB 1337 and SB 2226 Public Bid Disclosure Act H. CS/HB 797 and 853 and SB 904 Local Bidder Bid Preference I. HB 647 and SB 442, HB 1615 and SB 956 Police and Fire Pension J. CS/SB 876 Access Management on the State Highway System K. PCB CO 92-03 Workers Compensation Amendments L. HB 1623 and SB 1224 Binding Arbitration Section 3o That the City Commission hereby directs the City Clerk to forward a certified copy of this Resolution to the Palm Beach County Delegation advising them of Boynton Beach's support and opposition to these respective proposed bills.
