AMENDMENT #4
AGREEMENT FOR CONSTRUCTION MANAGEMENT
SERVICES - WEST WATER TREATMENT PLANT
This amendment amends the Consultant Agreement for Construction Management Servic~ between th~
City of Boynton Beach, hereinafter referred to as "the CITY", and Stanley Consultants, Inc., hereinafter
referred to as "the CONSULTANT" in consideration of the mutual benefits, terms, and conditions herein-
after specified.
* The general terms and conditions of the agreement remain unchanged.
* In EXHIBIT A of the agreement the PROJECT SCOPE shall be revised to include Item 1.11
and the BASIC SERVICES DURING CONSTRUCTION PHASE shall be revised to include
Items 2.27 through 2.27.5, Items 2.28 through 2.28.5, Items 2.29 through 2.29.1, and Items
2.30 through 2.30.9.
* The Construction Managers Compensation shall be revised as per Exhibit B which shall
replace Exhibit B of Amendment #3.
* In EXHIBIT C of the agreement the CITY'S RESPONSIBILITIES shall be revised to include
Items 2.16 through 2.17.
The written agreement, dated March 5, 1992, is hereby amended to include Additional Services as stated
in the Amendment #4 together with the attachments.

EXHIBIT A
The additional work for the Master Pump Station Modifications at Boynton Beach Boulevard and
Lawrence Road includes the restoration of Pump Station//801 to the original design specifications
and concrete wet well rehabilitation.
The work shall involve preliminary design, final design, bid administration, and construction
management of the pump station modifications.
During the Preliminary Design Phase of Modifications to Pump Station//801, the CONSUL-
TANT shalt, using its best efforts, provide the following basic services for the additional work:
Interview management and operations personnel to obtain information on management
philosophy and operations procedures and to discuss any problems which may have
occurred in the system in the past.
Visit the Lawrence Road Master Pump Station to observe facilities and operations.
Coordinate, and with the help of the City of Boynton Beach Utilities Department, gather
data on the existing system including pump station and force main record drawings,
available original design data, and pump curves; obtain operational data, such as flow
and/or pressure re~ords, operation and maintenance problems, and reported equipment
breakdown.
Develop a recommended plan for replacing/repairing the existing pumps to conform to
original design requirements, required piping, concrete wet well rehabilitation, and
operational bypass piping during construction. This does not include analysis of
modifications to or the pessible future installation of bypass piping at the downstream
pump station (Lift Station 317).
Prepare a preliminary cost estimate of the recommended improvements for the City of
Boynton Beach Utilities Department.
During the Final Design Phase of Modifications to Pump Station #801, the CONSULTANT shall,
using its best efforts, provide the following basic services for the additional work:
Design and preparation of the Construction Drawings to include the following items:

Replacemant/repair of the existing pumps, in kind.
Revised site piping and valves.
Electrical and instrumentation for new pumps.
Concrete wet well rehabilitation.
Miscellaneous details.
Demolition.
Temporary piping for operation during construction.
Temporary electrical and instrumentation for operation during construc-
tion.
Prepare final cost estimate.
Obtain Palm Beach County Health Department permit.

Analyze the existing electrical system and the adjustable frequency drive to ensure that
the adjustable frequency drive can remain and not require re-design. Re-design of the
adjustable frequency drive is not included as part of these services.
Writing and preparation of the General and Technical Specifications for the furnishing
and installation of the equipment and piping and for the rehabilitation of the wet well.
Meeting with CITY staff to review the design and specifications.
Preparation of the bid documents including, Plans, Specifications, and Contract
Documents.
During the Bid Administration Phase of Modifications to Pump Station/1801, the CONSULTANT
shall, using its best efforts, provide-the following basic services for the additional work:
Assist the CITY during the Bidding Phase by responding to contractor generated
questions, conducting a pre-bid meeting~ attending bid opening, tabulating and analyzing
bid proposals and making a recommendation for award. Upon award, furnish conformed
project documents for execution by the CITY and the Contractor.
During the Construction Management Phase of Modifications to Pump Station //801, the
CONSULTANT shall, using its best efforts, provide the following basic services for the
additional work:
This work is proposed to coincide with the construction of the West Water Treatment
Plant and while we have a construction engineering staff at that site, a large portion of
these construction management services wouid be covered by that staff. Upon completion
of the contract, meet with the Contractor to secure their proposed construction schedule
showing milestone events, sequence of operations, duration, interdependencies, and a
schedule of submittals of samples and shop drawings.
Schedule and conduct a pre-construction meeting with the CITY and the Contractor.
Schedule and conduct progress meetings during the construction period to review the
progress, procedures, problems, and scheduling. Review shop drawings, samples, and
any other submittals.
Manage and administer the Construction Contract, Consult with and advise the CITY
in regard to progress and quality of construction through the Construction Phase.
Conduct periodic observations and inspections at the site of the construction to determine
in general if construction is proceeding in accordance with the Contract Documents,
endeavoring to achieve satisfactory performance from the Contractor.
Notify the CITY of all permanent work which does not conform to the Contract
Documents. Prepare and submit a written report describing any apparent non-cenforming
permanent work, and make recommendations to the CITY for its correction. When
authorized by the CITY, instruct the Contractor to carry out the acceptable corrective
measures.

Maintain detailed records oft. he work inclUding Daily logs of the aetivities on the site and
construction photos to document constructiOn progress.
Review the Contractor's payment requests for work completed and make recom-
mendatiOns to the CITY.
Schedul6 and conduct a final inspection with the CITY and the Contractor to determine
if the project is fully completed in accordance with the Contract Documents.
Deliver to the CITY all records and documents required at the completion of the
Construction Phase including a set of reproducible Record Drawings showing those
changes made during construction.

CONSTRUCTION MANAGEMENT COMPENSATION
_Comvensation for Basic Servicox
The CITY will compensate CM in accordance with the terms and conditions of this AGREE-
MENT as follows:

For the Basic Services provided by the CM as set out in Exhibit A, the CM shall be paid as Total
Basic Compensation, an amount not to exceed $1,358,580.00. This amount includes a Lump
Sum of $1,140,580.00.

The CITY shall provide record drawings and original design specifications and requirements
for the Master Pump Station #801.
The CITY shall make available and schedule the appropriate personnel to participate in the
construction phase of the pump station modifications to administer and coordinate on the
shut-downs of the station.
