R14 -031 2 3 A RESOLUTION OF THE CITY COMMISSION OF THE 4 CITY OF BOYNTON BEACH, FLORIDA, SUPPORTING 5 EFFORTS OF THE PALM BEACH AND BROWARD 6 COUNTIES METROPOLITAN PLANNING 7 ORGANIZATIONS TO SECURE A TRANSPORTATION 8 INVESTEMENTS GENERATING ECONOMIC 9 RECOVERY (TIGER) GRANT FOR QUIET ZONE AND 10 OTHER SAFETY IMPROVEMENTS IN THE CITY OF 11 BOYNTON BEACH; AND PROVIDING AN EFFECTIVE 12 DATE. 13 14 WHEREAS, the FEC rail corridor is a linear rail corridor connecting historic mixed -use 15 downtowns along Florida's east coast; and 16 WHEREAS, rail /roadway grade crossings occur throughout the historic downtowns along 17 Florida' s east coast; and 18 WHEREAS, these historic downtowns are realizing higher density population 19 WHEREAS, the City of Boynton Beach supports the efforts of All Aboard Florida to 20 construct high speed passenger facilities in order to provide alternative passenger transportation 21 between Miami and Orlando thereby serving these population centers, and 22 WHEREAS, enhance passenger rail services provided by All Aboard Florida will further 23 enhance the City of Boynton Beach's efforts to construct transit oriented development along the 24 FEC rail corridor, and 25 WHEREAS, southeast Florida is now presented with a unique opportunity to create a 26 public - private partnership that can provide improved safety and quality of life along the FEC rail 27 corridor, and 28 WHEREAS, railroads are vital for transportation and commerce, but they can also create 1 \\Apps3 City Cbb \Auto\Data\209\Items\200\2953\ 3748\ Reso _- _Tigergrant_FEC_Quiet_Zone Doc 11 1 high noise levels from passing train horns; and 2 WHEREAS, Quiet zones can be installed as part of the All Aboard Florida project thus 3 leading to incremental cost savings to the taxpayer resulting from the large scope of the overall 4 project, and 5 WHEREAS, Quiet zones will enhance the quality of life of individuals residing near 6 railroad grade crossings, further encouraging migration of people to more dense transit oriented 7 lifestyles, 8 WHEREAS, the expansion of intermodal facilities such as Port of Miami, Port 9 Everglades and the Port of Palm Beach will enhance the ability to increase and process freight, 10 expanding economic activity in South Florida; and 11 WHEREAS, these freight improvements are projected to increase the intensity of freight 12 trains traversing the FEC corridor, both in number and size; and 13 WHEREAS, the installation of additional safety and quiet zone infrastructure and multi - 14 modal connectivity at grade crossings will reduce neighborhood impacts from freight and improve 15 the economic vitality of historic mixed -use downtowns. 16 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE 17 CITY OF BOYNTON BEACH, FLORIDA, AS FOLLOWS: 18 Section 1: The "Whereas" clauses set forth hereinabove are incorporated herein by 19 reference. 20 Section 2: The City Commission of the City of Boynton Beach supports the efforts the 21 Palm Beach and Broward County Metropolitan Planning Organization to secure Federal funding 22 in the form of a Transportation Investments Generating Economic Recovery (TIGER) grant for 2 \\Apps3 City Cbb \Auto\Data\209\Items\200\2953\ 3748\ Reso _- _Tigergrant_FEC_Quiet_Zone Doc 1 ) 1 quiet zone improvements to provide a safe area where train horns are not routinely sounded. 2 Section 3.
