R11-050 II I 1 RESOLUTION NO. Rll-OSO 2 3 i A RESOLUTION OF THE CITY COMMISSION OF 4 THE CITY OF BOYNTON BEACH, FLORIDA, 5 REGARDING CHAPTER 2011-1, LAWS OF FLORIDA 6 . TITLED "STUDENT SUCCESS ACT"; EXPRESSING 7 OPPOSITION TO ENACTMENT; PROVIDING 8 DIRECTION FOR TRANSMISSION OF THE 9 RESOLUTION TO THE GOVERNOR. 10 11 12 WHEREAS, the City Commission of the City of Boynton Beach on behalf of the 13 citizens values and supports the efforts of all public school instructional personnel, staff, 14 supervisors, and administrators that work and live in the City of Boynton Beach and 15 throughout the State of Florida; and 16 WHEREAS, the City Commission of the City of Boynton Beach has followed the 17 development -and passage of Chapter 2011-1, Laws of Florida with concern regarding 18 purported benefits of the establishment of a merit pay system for educators and the 1 elimination of tenure; and 2 WHEREAS, the City Commission of the City of Boynton Beach has determined to 21 express its opposition to Chapter 2011-1, Laws of Florida and to urge restraint on 2 implementation and further consideration of the benefits which can be derived from a significant modification of the public educational system. 2 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF 2 THE CITY OF BOYNTON BEACH, FLORIDA THAT: 2 Section 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as 2 being true and correct and are hereby made a specific part of this Resolution upon adoption 2 hereof. The City Commission of the City of Boynton Beach hereby expresses 2 its opposition to Chapter 2011-1, Laws of Florida. 3 Section 3. The City Commission of the City of Boynton Beach hereby requests 4 that Governor Scott and the Florida State Legislature clearly define the following as Chapter 5 2011-1, Laws of Florida is implemented: how to achieve student success that does not place 6 an inordinate burden on public school teachers and administrators, and determine how 7 teachers will be properly evaluated considering the diversity, differences and discrepancies 8 among student populations. 9 Section 4. The City Commission of the City of Boynton Beach requests that 10 Governor Scott convene a panel of education experts, including practitioners, to further 11 address long-term public education issues in the State of Florida, including sustainability of 12 funding, performance expectations, and quality of education. 13 Section 5. The City Commission of the City of Boynton Beach directs that a 14 copy of this Resolution be provided to Governor Rick Scott, Senate President Mike 15 Haridopolos and House Speaker Dean Cannon.
