15 WHEREAS, on September 15,2009 the City Commission approved Amendment No.2
16 to Task Order #U08-01-05 with ARCADIS U.S. INC., to provide engineering services for the
17 replacement of the vacuum filter at the East Water Treatment Plant; and
18 WHEREAS, it has become apparent that the existing sludge thickener will also need to
19 be replaced with a larger unit to accommodate the lime sludge volume as the East Plant reaches
20 its permitted raw water supply flow; and
21 WHEREAS, the City Commission of the City of Boynton Beach upon recommendation
22 of staff, deems it to be in the best interest of the citizens of the City of Boynton Beach to
23 approve and authorize the execution of Amendment No. 3 to Task Order No. U08-0 1-05 with
24 ARCADIS U.S., Inc., for a Change in Scope to engineering services for the replacement of the
25 vacuum filter at the East Water Treatment Plant which will result in a cost savings to the City
26 of $31, 710.
27 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
28 THE CITY OF BOYNTON BEACH, FLORIDA, THAT:
29 Section 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as
30 being true and -correct and are hereby made a specific part of this Resolution upon adoption
31 hereof.

1 Section 2. The City Commission of the City of Boynton Beach, Florida does hereby
2 approve and authorize the City Manager to execute Amendment No.3 3 to Task Order No.
3 U08-01-05 with ARCADIS U.S., Inc., for a Change in Scope to engineering services for the
4 replacement of the vacuum filter at the East Water Treatment Plant which will result in a cost ,

5 savings to the City of $31,710, a copy of which is attached hereto as Exhibit "A".
6 Section 3. This Resolution shall become effective immediately upon passage.

CITY OF BOYNTON BEACH EAST WATER TREATMENT PLANT
VACUUM FILTER AND LIME SLUDGE THICKENER REPLACEMENT
(300/0 DESIGN AND DESIGN CRITERIA REPORT)
A. Background
ARCADIS is pleased to submit this proposal for engineering services in connection with the
Vacuum Filter and Lime Sludge Thickener replacement at the City of Boynton Beach, East
Water Treatment Plant (WTP). The existing vacuum filter and thickener are 30+ years old. The
Vacuum Filter is no longer in use and the second story of the filter building has sustained
significant hurricane damage that will require demolition of the existing steel support structure
and replacement with a concrete block type structure with a precast roof deck. It has been
determined that the thickener is inadequate for the ultimate plant capacity, requiring a larger
replacement thickener to meet future needs.
ARCADIS herein referred to as the Engineer, shall perform the services as outlined below for
the City of Boynton Beach, herein referred to as the City.
B. Scope of Services
The Engineer understands that the City desires to complete the proposed improvements
outlined herein as part of a design-build project. The Engineer therefore, will prepare 30% plans
along with a Design Criteria Report for the City's use to assist in the acquisition of a suitable
Design-Build Team. The system to be designed includes the lime sludge thickener and vacuum
filter and its ancillary devices; piping, sludge feed pumps, second story enclosure with access
hatch for equipment removal, electrical/instrumentation and control upgrades and site
improvements adjacent to the new sludge thickener. The following specific tasks shall be
performed by the Engineer:
Task 1 - 30% Design and Design Criteria Report
Prepare 30% plans and a Design Criteria Report for the proposed lime sludge thickener and
vacuum filter system, along with its ancillary devices to be installed at the City's East WTP. In
general, the design shall include the following:
a. Conduct a kickoff meeting at the City's office to establish project objectives and
confirm design-build criteria. Attendees of the kickoff meeting shall include
representatives of the Engineer and appropriate staff from the City.

b. Preparation of 30% demolition plans (delineating major equipment/structural
items to be removed) for the decommissioning of the existing lime sludge
thickener and vacuum filter, pumps and piping, along with the demolition of the
second story structure associated with the vacuum filter. Demolition details are
not provided here, but a discussion of the intent will be provided with the Design
Criteria Report.
c. Preparation of 30% civil plans to include new/relocated site piping routes,
approximate pipe sizes, limits of paving and drainage concepts (general flow
directions) adjacent to the sludge thickener facilities. Note that a land survey of
the project area is not included.
d. Preparation of 30% mechanical plans to include plan and section views of
vacuum filter, sludge thickener, pumps, process piping routes, valve sizes and
locations.
e. Preparation of 30% structural plans to include vacuum filter second floor building
dimensions, materials of construction, approximate wall sizes, building section to
convey roof/architectural concept, vacuum filter roof hatch opening size/location,
and the sludge thickener slab approximate dimensions along with the catwalk
revision shown in plan view.
f. Preparation of 30% electrical/instrumentation plans to include a single line, site
plan identifying conduit/duct bank routes, approximate number of conduits,
service size requirement, equipment/lighting panel locations and approximate
location of instrumentation.
Note: Instrumentation loop drawings are not provided and information relative to
instrumentation requirements will be outlined within the Design Criteria Report.
g. Prepare detailed specifications for the vacuum filter, sludge thickener and sludge
pump.
h. Provide City General Standard Details and notes.
Note: The City provided panel details will be included as is with no modifications.
I. Prepare a Geotechnical Report and associated borings, along with
recommendations for soil and compaction treatment under the proposed sludge
thickener tank.
J. Prepare a Design Criteria Report that outlines the design intent, City
requirements, project expectations, operating protocol and latitude of design
criteria.
k. Submit a set of 30% plans and a Design Criteria Report.. The Engineer will meet
with the City after their review this submittal to discuss their comments and will

revise the plans and the report accordingly prior to submitting the final (30%)
package. The Engineer shall provide an estimate of probable cost with the final
(30%) submittal.
Task 2 - Permit Consultation
Prior to submittal of 30% plans, ARCADIS will meet with the Palm Beach County Health
Department to present the design criteria proposed and to seek their input. Their input will be
included in the 30% submittal and Design Criteria Report. Note that an actual permit application
is not being applied for at this time.
C. Assumptions
The above scope is predicated on the assumption that the City shall furnish, at no cost to the
Engineer, all available pertinent information including previous reports, standard details, plans,
specifications, permits and other data relevant to the performance of the above services for the
project. It is understood that modifications to the design criteria set forth herein or modifications
to a design criteria established at the kick-off meeting or at the 30% submittal will constitute
change of scope and associated change to the fee and time of performance. In addition, the
City shall designate, in writing, a person to act as the representative for services performed
under this agreement.
D. Contract Reference
This Task Order shall be performed under the terms and conditions described within the
Agreement for General Engineering Consulting Services dated November 18, 2008 between the
City of Boynton Beach and ARCADIS U.S., Inc.
E. Additional Services
If additional services are required in the performance of the above scope of services, beyond
those normally provided by the Engineer, which must be sublet, the Engineer shall order the
work after obtaining written authorization from the City. If the Engineer is requested to
subcontract any work directly then a 10% markup will be applied to the subcontractor invoice for
coordination services provided by the Engineer.
F. Obligations of the City
The following specific information and/or items shall be furnished at no cost to the Engineer:
1. Data prepared by or services by others including, but not limited to, all pertinent accurate
Record Drawings of the existing vacuum filter system (which were completed as part of
any previous expansion), lime building and sludge thickener facilities.

2. All permit application and government inspection fees.
3. Monthly plant operating reports as required.
G. Fees
The fees for this work will be per task as follows:
