WHEREAS, the City Council of the City of Boynton Beach, Florida,
deems it essential that a policy be established with regard to costs incurred
in connection with extension of rnunicipal utility systems, and:
WHEREAS, the City Manager and City Engineer have submitted
recommendations with regard to establishment of such a policy,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF BOYNTON BEACH, FLORIDA;
1. That the administrative policy set forth in the attached
memorandum, which is hereby made a part hereof, with regard to payment
of costs in cormection with extension of mnunicipal utility systems, is hereby
ratified, approved and adopted.

WATER AND SEWER EXTENSION POLICY
REFUNDING PROGRAm

The intent of this Policy is to relieve a builder, contractor or
developer of a portion of the burden of extending mater and/or sewer
facilities 'to development sites, thereby, stimulating development in
undeveloped areas.
II.
The Policy shall be:
The maximum City expendature for each water and /or sewer extension
shall be $5,000.00.
The City shall share in the cost of construction of water and/or
sewer systems in an amount determined from the following:
Water facilities
Sewer facilities
~250.00 per dwelling unit
~250.00 per dwelling unit
NOTE: Above amounts are based on 50~ of average anticipated revenues
from a dwelling unit during a ten year period. Commercial and
Industrial structures to be based on a similar basis. Revenue from
lawn sprinklers is not to be used in computations.
III.
This Policy shall be in effect only when funds are available in
construction accountg. Formula for mater facilities to be separate
from sewer facilities and vice-versa. Combining of allowances not
permitted.
IV.
100% cash deposit or other sufficient surety required of dew.loper
for total project cost prior to construction.
Bond to be released or reduced each 90-day period if conditions permit.
The release of bond shall be in $250.00 increments and initiated by
Certificate of Occupancy from the City Building Department.
VI.
All improvements within or adjacent to development proper shall be
at the cost of the developer.
VII.
This Policy shall not be in effect for interior construction in new
subdivisions, condominiums, apartments, re-plats, etc.. However, it
may be used to finance trunk mains from other areas to the develop-
ment proper.
VIII.
Developers may use existing dwelling units that are non-customers in
computation of formula provided they become customers of the City
system.
IX.
Ail agreements that pertain to this Policy shall become ~ull and Void
at the end of a 2-year period.
X. Construction to commence at nearest adequate facility.

~ater mains to be minimum size of 6 inch except by special permission
of the Utility Director.
Sanitary sewer mains to be minimum size of 8 inch.
Construction to be on City streets, alleys, or approved easements
only. Mains to be located so as to provide maximwm benefit to the
general area.
Plans and specifications to prepared by Registered Engineer when
magnitude exceeds scope of the Utility Department.
Design and construction of all facilities to be approved by the
Utilities Director. Fire hydrants, valves, pumping stations,
manholes, clean-outs, etc. to be considered a part of the system
expense.
Should the City desire facilities greater than that required by the
Developer, then providing funds are available, the City may pay
additional cost due to increased size or capacity.
The Utility Department may use the formula for construction, replace-
ment, or reinforcement of facilities for existing dwelling units.
Program of participation by City shall be initiated on proper forms
provided by the City.
This Policy does not abort or void any existing contracts, agreements,
or arrangements now in effect between the City and others. This Policy
valid only within the corporate limits of Boynton Beach.
