81-DDDDRESOLUTION NO. 81-~_~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA, EXPRESSING SUPPORT FOb COMMUNITY ACTION COUNCIL OF PALM BEACH COUNTY. ~r~IEREAS, the Omnibus Reconciliation Act of 1981 enacted nine, new block grants of which the Community Services Block Grant is a part; and WHEREAS, this action repealed the Economic Opportunity Act of 1964, which eliminated the Community Services Administra- tion, and instead, created an Office of Community Services in the Department of Health and Human Services; and WHEREAS, it is the intent of Congress that the Community Services Block Grant be used in continuing ways and means to eliminate human suffering; and WHEREAS, lack of agreement between the U.S. Department of Health and Human Services and the Office of Management and Budget over funding levels for the Community Services Block Grant have caused many Community Action Agencies to close for lack of funds; and WHEREAS, the Palm Beach County Board of County Commis~ sioners has notified all staff of Community Action Council that if federal funding is not received on or before November 13, 1981, all programs will cease to operate. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA: Section 1. The City Council supports the expenditure of federal funds~as authorized by Congress in the amount of $389,375,000 for FY 1982 and for each of the next four fiscal years thereafter to be used to carry out the programs of the Community Services Block Grant at the discretionary authority of the Secretary of the Department of ~ealth and Human Services; and further resolve that Section 2. Any demise or shut down of programs would cause many hardships on the thousands ofi poor persons who are recipients of services provided by CAC in the City of Boynton Beach and other target communities throughout Palm Beach County; and further resolve that Section 3. The Palm Beach County Board of County Commissioners continue to fund the Community Action Council of Palm Beach County beyond November 13, 1981 until such time as disputes over funding levels are concluded on the National level; and further resolves that Section 4. Certified copies of this Resolution be forwarded to the Board of County Commissioners, the Florida Congressional Delegation, the Office of the President of the United States of America, and the Palm.
