82-YYA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA, PETITIONING THE BOARD OF COUNTY COMMISSIONERS OF PA~ BEACH COUNTY, PURSUANT TO SECTION 125.01 (6) (a), FLORIDA STATUTES, TO DEVELOP AN APPROPRIATE MECHANISM TO FINANCE SERVICES RENDERED SPECIALLY FOR THE BENEFIT OF THE PROPERTY OR RESIDENTS IN UNINCORPORATED AREAS AND FINANCES FROM COUNTY-WIDE REVENUES WHICH MAY BE EITHER BY TAXES, SPECIAL ASSESS- MENTS, OR SERVICE CHARGES LEVIED SOLELY UPON RESIDENTS ~F PROPERTY IN THE UNINCORPORATED AREAS, BY THE ESTABLISHMENT OF A MUNICIPAL SERVICE TAXING OR BENEFIT UNIT PURSUANT TO PARAGRAPH (q) OF SUBSECTION (1) OF SAID SECTION 125.01, FLORIDA STATUTES, OR BY REMITTING THE IDENTIFIED COST OF SERVICE PAID BY THE TAXES LEVIED UPON PROPERTY SITUATE WITHIN THE CITY OF BOYNTON BEACH, FLORIDA; AND FOR OTHER PURPOSES. WHEREAS, Section 125.01 (6) (a), Florida Statutes, establishes the method and procedure by which the governing body of a munici- pality may petition the Board of County Commissioners to develop an appropriate mechanism to finance services and activities render- ed specially for the benefit of the property or residents in unincorporated areas and financed from county-wide revenues; and WHEREAS, the City of Boynton Beach has, and does hereby find and determine that the following services now financed from county- wide revenues are rendered specially for the 'benefit of the property or residents in the unincorporated areas and the prgperty owners in the City of Boynton Beach receive no real or substantial 'benefits from said services, to wit: 1. Law enforcement rendered through the Sheriff's Road Patrol including the overhead, communications and administration related thereto. 2. Erection and maintenance of traffic signs and signals. 3. Erection and maintenance of street identification signs. 4. Operation of the County Planning, Zoning and Building Department. 5. Construction and maintenance of neighborhood parks and recreation areas. (1) 6. Construction and maintenance of subdivision street system. 7. Construction and maintenance of the County Road and Bridge System. 8. Maintenance of shellrock roads. 9. Installation and maintenance of street lighting systems. 10. Construction and maintenance of storm drainage systems. 11. Administration of solid waste collection systems. 12. Administration of fire control tax districts. 13. Administration of land development programs. 14. Planning, acquisition, construction, maintenance and operation of water and sanitary sewer utility systems. 15. General administration for the County Commission including, but not limited to, the County Commission, County Attorney, County Administrator, Radio Communica- tions System, and Finance Office. 16. Rural lot cleaning program. NOW, THEREFORE, BE AND IT IS HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA: Sectional. The City of Boynton Beach, Palm Beach County, Florida, does hereby petition the Board of County Commissioners of Palm Beach County, Florida, to develop an appropriate mechanism to finance the activities and services above set forth either 'by taxes, special assessments, or service charges levied solely upon residents or property in the unincorporated areas, 'by the establis[ ment of a municipal service taxing or 'benefit unit pursuant to paragraph (q) of Subsection (1)of said Section 125.01, Florida Statutes, or 'by remitting the identified cost of services paid 'by the taxes levied upon property situate~'~ within the City of Boynton Beach. (2) Section 2. That the City Clerk is hereby directed to file a Certified Copy of this Resolution with the Palm Beach County Clerk and deliver a copy unto each of the County Commissioners of Palm Beach County and the County Administrator.
