A RESOLUTION OF THE CITY OF BOYNTON
BEACH, FLORIDA, DESIGNATING ooMPOsITION
AND TERMS OF BOARD OF TRUSTEES OF
EMPLOYEES' PENSION PLAN OF THE CITY OF
BOYNTON BEACH, FLORIDA.
WHE_REAS, Section 18-55 of the codified Ordinances of the City
of Boynton Beach, Florida provides that the "Board of Trustees",
"Board" or "Trustees" shall be construed to mean the members of the
City Council unless the City Council, by resolUtion, designates addi-
tional or substitute individuals to perform the duties and functions
of such Board of Trustees; and
WHEREAS, Resolution 77-E did provide for an alternative
membership for the Board of Trustees; and
WHEREAS, the City Council desires to again alter the com-
position of the membership and terms of said Board of Trustees.
NOW, THEREFORE, be it resolved by the City Council of the
City of Boynton Beach, Florida:
Section 1: That Resolution No. 77-E, enacted by the City
Council on January 18, 1977, is hereby rescinded.
Section 2: That the composition and terms of the seven
me/nt~rs of the Board of the Trustees of the Employees' Pension Plan of
the City of Boynton Beach are hereby established as follows: s
A. The Mayor of the City, shall serve as a member and
Chairman of said Board.
B. The City Manager shall serve as a member of said board.
C. 'Two individual citizens who shall be appointed by the
City Council to serve for three year terms, one member to
be appointed in March, 1986 for a three year term and one
member to be appointed in, %arch, 1986 for a two year term,
with replacement appointment~.. ~thereafter for three year
terms.
D. The incumbent employee member elected in 1985 shall serve
until an election in March, 1986 or until replaced by a
Pension Plan member elected at large for a three year
term to end March, 1989, with subsequent replacements
beings for a three year term.
E. One member in City Pay Grades 15 thru 22, nominated by
members in Grades 15 thru 22, elected in December, 1985
for a term to end in March, 1987 with subsequent replace-
ments frcm Grades 15 thru 22, nominated by members in
Grades 15 thru 22, elected to a three year term with the
election being at large by all members of the Pension
Plan.
F. One member in City Pay Grades 23 thru 39, nominated by
members in Grades 23 thru 39, elected in December, 1985
for a term to end in March, 1988 with subsequent replace-
ments from Grades 23 thru 39, nominated by members in
Grades 23 thru 39, elected to a three year term with the
election being at large by all members of the Pension
Plan.
Section 3: The City"s Finance Director shall attend meetings
of the Board of Trustees and should be responsible for keeping
appropriate financial records for the Board of Trustees and as
appropriate will provide financial advise and information to the Board
of Trustees.
Section 4: Under the direction of the City Manager, the City
Personnel Director and City Clerk will conduct necessary elections by
City employees you are members of the Pension System for the purpose
of electing the employee representative on the Pension Board.
Section 5: This Resolution shall take effect immediately.

PENSION BOARD
EMPLOYEE REPRESENTATIVE SELECTION
-Upon approval by City Council Of the recommendations to change
the Pension Board composition to seven members, three of which will
be employee representatives, the following seIection procedure is
recommended:
Combination of Grade Division and At
Employees will be divided into two groups by grade. One employee
representative shall be elected for each group.
Grades 15 - 22: .205 employees;' Grades 23 - 39: 133 employees.
The third empIoyee represe~ta~ive..~ill be elected at large with no
restriction as t9 grad~ position.
Elections'shall be staggered with employee representatives serving
for three (3) year terms EXCEPT for the first'year's selection. A
sample election schedule with staggered terms would be as follows:

The City Clerk, in conjunction with the Personnel Director, can
prepare appropriate lists of employees by grade and make appropriate
notice to employees of the election time and procedures.
